State Protection of Children from Harmful Information: Analysis of Three Law Enforcement Precedents

Abstract
The article deals with the effectiveness of public authorities in ensuring information security of children. The author analyzes of the texts of resolutions and official responses to complaints about violations of the legislation on the protection of children in the turnover of three types of information products: video products, entertainment events and printed products. Three law enforcement precedents were organized in order to obtain official texts. The author introduces the concept of delegated responsibility of parents and persons replacing them for causing harm to children. The article emphasizes the conflict between the state guarantee of economic freedom of media market subjects and the priority of children's interests in healthy development.
